A new 31-member Parliamentary Joint Committee led by BJP MP Aparajita Sarangi has been formed to review three bills aimed at removing ministers with serious criminal charges. The opposition INDIA bloc is boycotting the committee, citing concerns about the BJP's majority and the legislation's intent. NCP leader Supriya Sule has joined the panel, alongside members from other opposition parties. The Lok Sabha referred these bills to the committee after their introduction by Home Minister Amit Shah during the Monsoon Session.

On November 12, 2025, a 31-member Parliamentary Joint Committee was established to evaluate three significant legislative proposals aimed at removing ministers at both Union and State levels, including Prime Ministers and Chief Ministers, who face serious criminal charges. The committee will be headed by BJP MP Aparajita Sarangi. The formation of this committee has sparked controversy, as the opposition coalition, known as the INDIA bloc, has chosen to boycott the proceedings, expressing concerns about the intentions behind the proposed legislation. They argue that it is ineffective to participate in a committee dominated by the BJP. Historical precedents, such as the boycott by major Opposition parties of the Joint Parliamentary Committee (JPC) investigating the Bofors scandal in 1987, have also been cited as reasons for their refusal to engage. However, not all members of the Opposition are aligned; NCP (Sharad Pawar) leader Supriya Sule deviated from the INDIA bloc and joined the committee. Other opposition representatives include Asaduddin Owaisi of AIMIM, S. Niranjan Reddy from YSR, and Harsimrat Kaul Badal from Akali Dal. Nominated Rajya Sabha MP Sudha Murty also features in the panel. The Biju Janata Dal (BJD) was invited but did not respond to the committee's formation. The Lok Sabha had previously resolved to refer these bills to the joint committee after Home Minister Amit Shah introduced them during the Monsoon Session on August 20. The legislative proposals under scrutiny include the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, and the Government of Union Territories (Amendment) Bill. These developments indicate a pivotal moment in the political landscape, as the evaluation of these bills could alter governance paradigms and address criminal liability for elected officials.
